Also, make sure you are on the right Docks. He's on the re-purposed docks with the refugees, not the one the Normandy is on.

I'm stuck here as well, I'm on PS3.  At this point I'm skipping the mission and relying on MP to hopefully cover the difference.

I also have the Aria mission stuck on this last part. As other said, I chose not to release the prisoner. I spoke to the Salarian and nothing will update. I've left it as is but I would like to finish it.

The status on the mission says to go to C-sec to talk to bailey's assistant. Since I spoke to him already there is no action for him.

Same here. Double checked with all accessible characters involved to see if anything was missed. :(

Does this mean we'll get an automatic "complete" on this mission when it's patched?

Yep, the exact same thing just happened to me. I spoke to the Salarian, convinced him to take over operations, and now nothing happens. Bailey doesn't contact me when I walk through elevator security. *Le sigh*

I already reloaded this once for 2 hrs. last night. I couldn't find Sayn. I searched and searched the entire citadel about a half dozen times. Reloaded again. Finally said f*** it. Let her out. Bailey protested. Let her the f*** out. I figured if she comes after me I'll blast her guddam head off.

This apparently is the only option that works. The quest otherwise is broken on the 360. Fix it.

Bug seems quite common. Happened to both me and a friend.I thought there was more to the quest, so I kept on playing, then later went on to other quests. Cba loading earlier saves (12+ hours) Guess I'll just finish it without doing it, as it seems like Aria is still helping (according to Admiral Hacket)

Managed to hack my save file to reset the quest progress for that part.

Warning: this is hackish. By doing this you agree not to hold me responsible for corrupt savegames, frozen games, or Reapers invading your home planet.


Flimsy Directions:
0. Back up your save files, and make a save in front of the Eclipse second in command. (Sayn)
1. Get a hex editor (I used XVI32) and a Mass Effect checksum calculator (http://www.mediafire.com/?wmkztjwjimt)
2. Open the latest save in the hex editor and search around for the hex number "00 00 00 D0 00 00 00 00" (mine was at around 0xBAFF) (if anyone knows how to calculate this better, please speak up)
3. Add 0x368 to the address of the D0 
4. Around that new address there should be something like 11 89 01 00
5. Change the 89 to 09
6. Save.
7. Open the file in the Mass Effect checksum tool
8. If the checksum it generates has 8 'f's in front of it, remove them
9. Change the endianess of the bytes of your checksum(if on PC...xbox users don't need to, but have to go through the process of exporting their save from the xbox :P). If your checksum is AABBCCDD it will become DDCCBBAA. 12345678 becomes 78563412. Et cetera.
10. Modify the last four bytes in the save file to match the checksum
11. Save
12. Load the modified file in ME3
13. Pray to the Goddess
14. Enjoy your fixed game. The quest should complete after talking to Sayn and going to the exit. If not, reload and try again.

Thanks for that workaround! It seems to have worked for me - I'm hoping i didn't broke something else by editing the savegame.
I noticed - like you mentioned -  that the data of your steps can quite differ for different savegames. For me the following data were different:

1 off isn't much of a difference. I likely made a subtraction error. I knew the starting address would be different though, and the surrounding bits.

I have the same problem. I've completed the quests for the other two mercenary bands, and Sayn agreed to take over. He vanished from the location, but the quest does not advance.

I did the quest in this order:
- Talk to Bailey
- Talk to Assistant
- Talk to Sideris
- Talk to Sayn
- Dead End

Sayn: Can no longer speak to; he's not there.
Bailey: Cannot speak to, continues to tell me to to talk to Sideris.
Sideris: Cannot speak to.
Assistant: Cannot speak to.
Aria: Tell me to go free Sideris when I ask her about Eclipse.

I'm playing the PC version, digital download via Origin.

no the problem appears only if you save just after the dialogue with the Sayn

Did everyone who have this problem reload (or exited and resumed) before going back to the lift entrance at the docks?

Because if it is because of that, its a bug. I noticed whenever you reloaded, it reset the flags for the level, so you can complete a conversation between NPCs simply by saving and reloading but because the notification flag for Bailey's call to activate is at the dock's lift BUT you just reset all flags, so he never calls.

The only solution other than editing the same is to use a save game before talking to Sayn or wait for a fix

It's pretty ridiculous that I have to leave the game to GOOGLE what I'm supposed to do next in a quest, because the journal isn't kept up to date.

This really should not have slipped by beta testers - I'm really, really hoping they'll patch it soon. I'm half-contemplating stopping my playtrhough and waiting till the first proper patch. But with no ETA, and no idea on which of the issues they intend to adress first.... I just hope this journal updating is at the top of their list of things to fix.

The journal wasn't much of an issue with me. But I beat the game with all the side missions I could get except this one. Sucks that I could never complete it.

I'm having the exact same issue here as well that jmejiaa and quite a few others have described and its very annoying due to how long I have spent trying to work out how to get the game to let me complete this sidequest. Sayn agree's to take over Eclipse and nothing. No updates and no journal updates to reflect the quest has been completed. Aria still tells me to talk Bailey and Bailey still tells me to talk to his assistant - who can't be interacted with anymore.

For those trying to suggest that it isn't a bug, please stop. This most certainly is a bug and is preventing quite a few of us from getting that 100% completion we want from this awesome game.

My only question now, if it does get patched, will our games automatically update to reflect that we have completed this quest or is out current play-through's doomed to never getting that 100% completion.

EDIT - This is on the 360 version too

Well, all the bugs aside, I think I'll just play through just to know what to expect and how to manipulate the story as I see fit. Besides, I'm going to play through it way more than just once. Or twice. hell, prolly do it 5 or 6 times. :)

 Add me to the list of the disgruntled. I'm playing on PS3 and had the same issue. I did everything I needed to, convinced the Salarian to run Eclipse. I assumed the journal would update after I talked to Aria again, so I wandered the galaxy to gather some artifacts and such for other quests and returned to find that Aria and Bailey both had no idea what was going on.

On a side note. I actually got an email from Aria on the Datapad App (on my iphone) saying that Eclipse is on board. My journal just won't update and I won't get the war assets.

I did write to support about the issue. They are aware of it I think. 

Of course after getting the glitch I searched online and found IGN's guide entry on the Aria quest. They mention that there is a known glitch not allowing you to complete the mission. They recommended the Renegade option (releasing Sedaris) to avoid the glitch. Wish I read that sooner. Hopefully a patch is posible.

can anyone elaborate on line 3 for me?  i don't understand how i do that exactly
