Flimsy Directions:
0. Back up your save files, and make a save in front of the Eclipse second in command. (Sayn)

8. If the checksum it generates has 8 'f's in front of it, remove them
9. Change the endianess of the bytes of your checksum(if on PC...xbox users don't need to, but have to go through the process of exporting their save from the xbox). If your checksum is AABBCCDD it will become DDCCBBAA. 12345678 becomes 78563412. Et cetera.
10. Modify the last four bytes in the save file to match the checksum
11. Save
12. Load the modified file in ME3
13. Pray to the Goddess
14. Enjoy your fixed game. The quest should complete after talking to Sayn and going to the exit. If not, reload and try again.
Thanks! This appeared to work for me as well, though I also had to scratch my head a few times to understand what you meant about point 3. For those who were asking, what I think he meant is, after finding the D0, highlight it and then add 0x368 to the address-- that is, jump forward in address space by 0x368. He didn't mean insert 0x368 into the field, or add it numerically to that field. You can do this by clicking on the address menu, clicking on Goto, and then the hexadecimal radio button. Type in 368 and then click on "relative down" on the right. You should jump forward and should see "11 89 01 00" somewhere near there. Then follow the instructions from there.
I figured this out just by fooling around; I have virtually no experience with hex editors, but when I followed the instructions, sure enough, Sayn was active again and I could talk to him about taking over. This time, I left the docks through the blue screener like a civilized being and sure enough, Bailey contacted me and the quest updated.
I haven't been further along yet to see if this had any negative effects on the rest of the game, but everything looks
to be in order.
Thanks again, you saved me from having to backtrack a lot of game hours.
P.S. How did you figure this out? I'm interested in learning about these sorts of things. That is, how did you know which addresses and values corresponded to this quest?
guys, you absolutely saved my day!
I followed your step by step guide and I could solve the quest without any problems. I just went back to the location of Sayn in the docks and talked to him again. When walking to the elevator I recieved the call and the quest was solved. Thumbs up, guys, thumbs up!
I just have to mention that my numbers looked a little different at the address given above.
My save file said "11 89 31 00". Nevertheless, I simply changed the 8 to 0 and it was working like a charm.
Has anyone of you encountered any problems after changing the save file? BIOWARE should thank you guys for fixing this!!!

You did, he is marked in the holding area. But unless you listen to the dialouge of each and everyone of theese missions, you dont know that you have to look anywhere else.

The talk with the wounded batarian terrorist caused multiple quests to break.
You have to reload to when you entered the Holding area before you did anything else there.
Then finish everything again, but in a different order than what interrupted the quest.

On my 2nd playthough (quest worked fine on 1st), talked to the Eclipse second in command but the mission didn't complete. The "Hanar Diplomats" mission may have been active at the same time.
Very annoying. I'm not willing to backtrack 2 or 3 hours on the off chance I can fix it.

Try using the exe-file from the bin directoy. it worked fine for me. Don't forget to tell origin to use the local savegames to overwrite the cloud-saves. If its overwriting the other way around, your fixed save is substituted with the unfixed one from the cloud.

Dunno if you're still after this file. But I just had the bug happen in my game, and I managed to get it without a paid account on depsositeflies.com. Just make sure you click the regular download link, you only have to wait five seconds till it allows you to download it
