Greetings,
May it be possible that this one is bugged? I've done dozens of quests thus far including Aria's other two, but I'm pretty much stuck here. Aria sent me to Bailey, then I was sent to his C-Sec assistant, where I indeed talked to that charming and endearing lady. I've decided she is a menace and there is no way we can let her go. It slipped my mind what Bailey told me after, but I'm pretty sure I was supposed to talk to him. But there are no real conversation options. No luck with Aria either. And no interaction with assistant is possible for now. So, what do I do?

No, you are supposed to talk to her second in command, down by the refugee area, think its called Docking bay: Holding area or something, he is standing near were Garrus is standing.

This quest IS bugged for some people (but not everyone.) You talk to her second in command with the refugees. Sometimes it bugs after you speak to the second in command (like on my playthrough,) other times it does not.
