So how do I get the sniper rifle time-dilation to work? I zoom in with the sniper rifle and all the enemies keep moving at the same speed even though it says I have 35% from this infiltrator skill. Do I have to equip some mod before it'll work? After I equip the mod will the skill actually add to the effect of the mod or do I just get the mod?

Same thing here; the sniper time dilation does not appear to be functional.

It worked for me without the weapon mod, as an Infiltrator, and the mod significantly increased the amount of slowdown - on PC, this is. Obviously in MP there is no slowdown, but I imagine everyone knows that. Also note that it only works with actual sniper rifles, not just scoped weapons.

Now the question is whether the weapon mod time dilation stacks with the infiltrator's class skill. Otherwise, if it's only the mod that makes a real difference, it kind of doesn't make as much sense to play an infiltrator.

If the time of delay is the same for both the infiltrator skill and the mod, it would seem appropriate that they work additively, otherwise without the same timeframe, and I'm pretty sure that the mod's timeframe increases as you improve it, the slow-down might get a bit jittery (i.e. 70% for 3 seconds, 35% for another 1.5 seconds or something similar).
Either way, I'd say one of the selling points of the infiltrator isn't neccesarily the slowdown with sniper rifles, but rather the massive increase in damage and ability to quickly reposition and/or flank while invisible. This is why you see CQC Infiltrators as well as Sniper types. The playstyle can be adapted whether or not there is a slowdown when aiming, and to be honest, after a few hours playing you really don't need the slowdown outside of times when using a rapid fire sniper rifle and trying to hit multiple enemies.
