Cerberus Network Code - can it be transferred?

My brother an I share an xbox. We each have our own accounts.

When we bought Mass Effect 2 back when it came out, we redeemed the Cerberus Network activation code with his account. We downloaded all DLC from his account, and none of us had any problem to play it.

However, recently I bought and played Dragon Age 1. With my account, I redeemed the code to get the Blood Dragon armor. And, when I load Mass Effect 2, it appears for download in the download list. However, it will not let me do it, because the Cerberus Network priviledges are limited to my brother's account. And the blood dragon armor is not available for download from his.

Since my brother is done with all DLC, is there a way so we can transfer the Cerberus Network license to my account instead of his? I know it's just an armor but I don't really want to miss it, since I already have it. All I need is access to the Cerberus Network from my account.

Is there a way to arrange this so that I don't have to buy a separate license or a second copy of the game?

It really depends what you mean.

Do you share an EA account for example as I think that may be a factor concerning the Blood Dragon armour. If you do I would expect it to share across your Gamertags. But from what you have written I suspect that you don't share an EA account which has led to your predicament.

Can you transfer his Cerberus Network from his Gamertag and EA account to yours? Personally I would expect the answer to be no, but you can always ask EA support for what the official line is.
