Only way to restore the Scan functionality, is to reset your keybindings to default and restart ME3.

I'm amazed that this bug made it through to retail. Hopefully they fix it soon, because I am unable to play the game with anything other than my custom keybind -- been using the same one since the original ME and I'm not about to change now.

That wasn't a bug, just a sign of a bad console port. The button to finish missions is whatever button is assigned to melee attack. The popup simply doesn't take custom key binds into account (because console versions don't have them) and says you have to press F, even if that's not the melee attack button.LexXxich wrote...
