As someone else mentioned in another post, you are unable to use the scanner on the galaxy map if you have custom keybindings, particularly ones that rebind the Right Mouse button (which is the one used for scanning).

Only way to restore the Scan functionality, is to reset your keybindings to default and restart ME3.

Windows 7 x64 w/ SP1
AMD Radeon HD 6950
Logitech K750 Solar Keyboard
Logitech MX-518 mouse

bump, still an issue. Below is a copy from a conversation I had:
you: okay, I dont know if this is an official bug or not for me3 (pc edition), but if you change your keymapping to something other than the stock, I can no longer scan on the galaxy map for resources.

you: Basically, what happens is I map my right click mouse to 'forward move'

you: when I do this, on the galaxy map it says to use right click mouse to 'scan'

you: it does nothing.you: if I reset to default keymapping, and restart the game, scanning works.

you: if I alter the keymapping to my preferences, scanning ceases to work.

you: I read someone else had this issue, do you know of a work around or how to correct this?

Phungshok:I regret for inconvenience. We do not have worked around for this bugs at the moment. I request you to report on forums for further update on it

Wasn't this problem in ME2? If your re-bound "melee" button from F, you couldn't finish missions.

I noticed this issue soon after starting the game. I'm just playing without scanning because of this bug. Annoying though.

Nah, you could still finish missions, you just had to use the key you used to 'board the normandy' (usually N) to exit missions. Though the little popup on screen for all the various keys never changed to reflect your custom keys. There was a fix put in place later that allowed any melee key assignment to work, though. (1.02 patch I think??)  It was a quirk, but in ME3's case, there is no functioning button anywhere on the keyboard after you create your custom key layout.

Ok, so there's a better workaround than quitting and restarting:

I'm amazed that this bug made it through to retail. Hopefully they fix it soon, because I am unable to play the game with anything other than my custom keybind -- been using the same one since the original ME and I'm not about to change now.

I've heard no word about this issue at all. While I understand the face import bug is massive as well, this one makes the game exceedingly frustrating to play.

I'm interested in what you guys then actually use the right mouse button for, if not weapon zoom/scanning?

Almost every game that comes out on the PC has keybinding issues at launch nowadays. So it doesn't surprise me.

Moving forward.  I have never played an FPS game and never will, so I have no clue how to use WASD.

As I said, using the right mouse button for this configuration suits me just fine.  Strangely enough, both of the previous ME games had no issues with this whatsoever.

GOOD GRIEF I'm disappointed with games coming out with binding issues... ESSPECIALLY 3D shooters where many people have custom binds.

That wasn't a bug, just a sign of a bad console port. The button to finish missions is whatever button is assigned to melee attack. The popup simply doesn't take custom key binds into account (because console versions don't have them) and says you have to press F, even if that's not the melee attack button.

The only real bug I know of with regards to custom keybinds in ME2 was that the Hammerhead's controls were sometimes completely different if you remapped keys, even if those were keys that had no relation to the Hammerhead. Even if you used the default settings you sometimes had to click 'reset to default'.

Basically EA is telling us that PC gamers no longer matter.

Halo 2 for PC had the worst keybinding issues ever. I do hope that Bioware fixes this in the patch that is slated to be released in April (iirc).

I'd like to see this remedied as well. I too come from old FPS games and would like to be able to use the Right Mouse button as walk forward without complications.
