OK, I am probably missing something obvious, but I can't get to the second floor.  I am told the elevator is broken.  I figured I find somewhere to climb up.  Found a ramp.  Jumped up to the platform.  Jumped up onto some crates.  Now I can't find any way to get to the balcony.

How do I get to the next floor?

Did you raise the lift with a car on it?

No. I will go back and have a look.

Use the vehical lift to raise the vehical you jumped to before going up the ramp.

Yep took me a couple of minutes to figure it out too.
