I really cannot understand as to how this galringly obvious and major spoiler bug was not spotted and rectified on a post launch patch!
For me this is my Shephard...he is the guy / girl who has been on an epic journey for the last 4 years and is my story. It would be a bit like having Mark Hamill in the first two Star Wars films only to be replaced by a 'new' guy for Return of the Jedi.

But they had an extra month. They spent it making a pointless day one DLC that they could charge you extra for instead of fixing major features like the importer and character creation system and making sure they worked properly.

Since the face was created in ME2, I was able to import it to ME3 without getting the error. But the result does not look like the same person. And it's more than just a bit off, like ME2 was. And multiple attempts to re-create the same look from scratch have convinced me that it isn't possible. The same options are there in the cc, but the game translates them into something that looks like a different person. And picking other cc options just makes the dissimilarity even greater.
And, yes, that leaves me with no desire to play the game.
I guess my point is, even if the thing where people are getting the "can't import face" error is fixed, that may be only half the battle. I can import with no error, but a lot of good it does me.

in ME1 and and import into ME2 I've had the default shepard face, when I loaded up the import into ME3, it showed a custom face.
Not a big deal as i can just select default again, just a little strange.

In general created characters in ME3 seem to look younger, less mature and a lot less serious than in ME2, which is not a good fit at all!
Why they put time and resources into redoing the character creation without improving it is beyond me - hair styles are a (sad) joke, half the mouth shapes for FemShepards look exactly the same, same for noses, hair colors are uninspiring and ugly with a few exemptions, same for lipstick color and makeup...
In any case imported (Fem)Shepards should look exactly the same as in ME2 period! If anything they should look a bit more mature/serious and not the opposite...

It's easy to say they needed extra time but sometimes things like this really do slip through quality control depending on how big the sample is. With all of Bioware's experience with leaks recently I wouldn't be surprised if they limited the number of external QC.
This limits the sample size to such a degree that sometimes developers really don't encounter these kinds of problems until a larger sample size gets a hold of the game.
That's not to say there isnt' way more bugs in ME3 than I'm used to for a Bioware game. And at least from our point of view it could have used more polish before being sold, but there are legitmate reasons why some things slip through cracks.

Was this a design oversight? Since I noticed you couldn't edit your import shep in me2 (the faces also looked a bit different from me), wouldn't the solution be importing your shep from me1? But then you have to make sure that the decision in me2 are included.

Guys, I'm reasonably certain this will be patched in the coming months (probably by May-June). It's not the kind of issue that you'd expect to stay; they could easily patch it since it's nothing they can't do anything about.
I'm reminded of planet scanning when ME2 first came out: people complained to no end. Eventually, it was optimized with a patch sometime in mid May. I see no reason why they wouldn't do the same with this now, especially since it's clearly something that can be dealt with with a patch.
It angers me as much as it angers you or anyone else, but you've already given them your money. Selling the game isn't going to make a difference. I would urge you to take a picture of your shep from ME2 and try to recreate it. I did and got a pretty damn close replica. I would post pictures of mine but I don't know how to post them directly into the thread.

Same here; I spent around 40 minutes last night tweaking against a picture of my Shepard, and while I got close I couldn't quite get her there.
