[X the Chaos]

 How exactly does the mechanic work in this game? In ME2 anytime you scoped in it activated the class feature, in this game it seems almost at random. At first i thought it only activated while the cloak was active but then i realized it happened sometimes when i wasn't cloaked. Can i get any kind of clarification on this? I can only imagine there's some type of cooldown on the slowdown but i dont see any indicator to tell me otherwise.
