I only have this one to finish the set of missions but I have no option to talk to the C-Sec guard to actually get anything started.

Uh i finished this mission without any problems.
¿did you guys talked to Bailey first?.
If you did, you can talk to the C-sec guard after that.
If you refuse to set the asari free, then you need to go to the 4th floor i think (i don't remember but it is in the floor where Garrus is) and there you can talk with one of the asari's assistants, you'll need to choose an option there and the eclipses will be joining you.

I talked to Bailey and the 2nd in command without anything happening. After looking up IGNs guide it looks like there is a point when you walk out of the refugee camp that Bailey should call you and the mission is completed, this never triggered for me and is why I can't complete the quest.

This is happening to me also. Right after you talk to the guy to get him to take over instead of her and Bailey is supposed to call you and continue the mission but he never calls.

Between stuff like this and the audio dropping durring covos(and I like to play without subtitles) this game has been rather buggy.

I got the call when i left that floor.

talk to sayn then exit... if you do anything else bailey won't call.
