I was considering playing a rogue for the extra skils but I didn't want a melee guy that gets owned, so was thinking about a defensive rogue with all the defensive talents and heaviest armor allowed.
Dex seems good for defense as well as using daggers.
How heavy armor can a rogue use?
I would be a dwarf of course.
Any other suggestions?

If you have sufficient strength you can wear almost (a few are class/spec restricted I think) any armor.

Meh.. how can you be an off-tank and be defensive? If you spec to be defensive with a rogue, you're probably going to regret it. The problem is that you will never have the sheer defense rating that a shield fighter have. If you do, for whatever reason, you'll probably miss all the rogue talents.
If you want to make an off-tank, I suggest going for a dual-wield backstabber. Go dirty. Get the talents to stun foes and get the crap out of them. Whatever happen, the goal is to assist the team. Get stuns and the Coup de Grace that will really help do big spike dmg. Team up with a shield-basher to make a quick stun + knockdown duo. Really fast spike dmg there. Getting aggroed is really out of the question however. The rogue can EVADE, switch targets really fast and avoid taking too much attention. Speccing into defense will make you lag behind dmg-wise. Making every fighter better than you. Personally, I'm making my dwarf an aggro forteress, trying to focus all the dmg I take close togheter. I'll favor a CC mage.
I haven't played the game yet. I throwing this right off the top of my head. However.. off-tank + defense is counter productive to me. Off-tank mean you don't get aggroes, normally centered on DPS. That's how I have always seen it at least.

I'm playing a rogue dualist/assassin on my second playthrough and at higher levels my rogue is more survivable than my warriors. He's an avoidance tank, and essentially soloed Ser Cauthrien after she wiped the rest of my party. Just in a toe-to-toe melee fight, she nearly never could hit me. Now, a rogue won't have any useful aggro management skills as they lack taunt/threaten, so while you can be quite survivable, it's hard to actually act as a real tank for the party (that, and light armor supposedly lowers your aggro even more).

If you want a defensive rogue forget about the heavy armor. Go for evasion and high defense stats. If they can't hit you it doesn't matter that your armor isn't heavy.

Stacking Dexterity is enough for an off-tank. Heavy armor is not needed at all. Evasion is a nice skill, but personally I find its animation and such to be somewhat annoying. It interrupts your attacks too.

With enough dexterity, any class in the game can dodge like a squirrel on sugar pills. The problem with a Rogue doing any kind of tanking, however, is maintaining threat. They have high DPS, but the light armor means most enemies will ignore Rogues in favor of Warriors wearing massive armor.

Can you consider my rogue/assassin/duelist a tank? Strength 37, Dexterity 56, Willpower 26, Magic 17, Cunning 30, Constitution 42, Mental Resistance 27, Physical Resistance 75, Hit Precision 100%, Starfang & The Edge, Warden Commander's Armor and Helm of Honnleathe.

if u gone diabolist and have the evasion talent + duilist i evade like nuts and get agro like it to so dont see why but its only lather on ofcourse

A Rogue-tank doesn't have the sheer hitting power of a Warrior-tank. EXCEPT that when a Rogue-tank makes a backstab.... I found that Leliana in the Warden Commander's armor could be devastating, just wandering through the battlefield, backstabbing anyone engaging other party members.
