Insanity never sucked as Vanguard. You should consider a different class this time around if it was really that frustrating for you.
So...do Vanguards still suck in Insanity?

You can use a Vanguard off the vanilla game and dominate Insanity if you play the job right What weapons did you use, what upgrades did you research? How often did you melee? Did you survey the field before you charged in? Did you play it like a chess game as see a move ahead?

Since the only enemies that really want to close on you are the Pyros and YMIR mechs you can usually just hide behind cover and take it easy whilst you wait for the cooldowns between castings.
No zerg attacks, no rustmonsters in hordes. It wasnt bad for me at least.
AAMOF, I saw a MP video with an engineer and agreed with the player's advice, that they weren't made to "hold the line." (A support character, he called them) So, I would say figure out the character strengths and weaknesses (and you should know them since you'll be tailoting them) and play based off that.

Bioware never fixed the Human Vanguard invincibility issue for launch. So, essentially you can get the use Nova twice in a row ability and just charge, nova, nova, charge nonstop.
Due to the invincibility frames built into charge and nova, with enough weight reduction, you can spam this chain nonstop and essentially be forever invincible.
Makes things pretty stupidly easy

A Vanguard with Nova and the ability to pause and re-target your Charge instantly will be Easy Mode. ME2 Vanguard was Easy Mode as well.
