No unlock required, AFAIK. She's keeping an eye on her when she's sitting down on the left side of the commons - don't think she's available later on.

Presidium Commons in the Apollo Cafe. Have to finish the mission on Sur'Kesh first. She isn't available after the attack on the Citadel though.

Yeah, it's Matriarch Aethyta. It was hinted at in LotSB, but it's official now.

You are also now all aware that Liara's granddad was a krogan. How awesome is that?!
