How soon should I go back to get her from the hospital? Will I get a piece of mail about it in game or something, or what?

You get mail from here occasionally (once she is concious).
When you return to the citadel after completing Tuchanka you can recruit her.

Yeah I bought the gift but the option to give it to her never came up. Presumably because I declined to rekindle the romance.

There is a station right in the middle of the room you first find Dr Chakwas thatsells a medfe upgrade. After the first time you talk to Ash/Kaidan when they are passed out the gifts get added to the list of stuff to buy.
