I would very much like to give her this medi-gel and complete this quest but I cannot for the life of me find Dr. Ravin in her original location in the Huerta Memorial Hospital lounge...Did I miss something? Is it possible to bug this quest?

I think you need to do the quests in phases before that guy betrays the council and after.
Though the weirdest part is some quests you need to buy an item are showing as finished not doable anymore even though I could never do them because the items for that haven't spawned yet.

What do you mean with "in phases"?

I just did the N7 mission and got the alien medi-gel formula and my journal told me to find someone on the Citadel that could use it and I went to the hospital but there was no one there that wanted it. I went on the net to see who I should give it to and it said a Dr Ravin would accept it and that he/she was in the hospital lounge but I can't find him.

Does Ravin not show up until after Priority:Palaven or is my game bugged?

Probably need to do Palaven first. The Citadel doesn't open fully until you've done that I think
