Ive played ME1 - ME2 on both Xbox and PC, but since i lost my PC saves i had to use the default new game loadout, Both Thane and Wrex were dead, as was the Council and the entire Normandy Crew.

Have you checked in the hospital, just next to the elevator, near the window? I think that's where I met him.
