so I finished From Ashes before I did the mission on Palaven's moon, he was blacked out on the squad selection screen and when i try to talk to him he says he needs time to get over the stasis or something. When can I start to use him in my squad?
When can I start using Javik?

You have to wait a mission out so he can acclimatize. Then you can take him everywhere.
