I'm shocked that this slipped by the bug testing phase.

I tried importing three of my Sheps I've taken through 1 to 2 and none of their faces imported, tried with an ME2 original Shep and he imported fine.
Not happy.
Adding my pleas for the work around even if it is involved. I NEED my main shepard, I can't play without her. ;_;
EDIT:
for those desperate enough to try the work around here's a link
now I'm off to see if it works at least a little

can't import my face!!!!
that's like the most basic part!!!!!!
so i will just have to use my femshep default face character to start!!!!
bioware!!!!!!!!!!!!! i've skipped the dao2 fiasco... only to give you a second chance for ME3 and now all these issues!!!!!

I don't think my Shepard's eye colour exists any more (the almost lavender blue from ME1). It didn't show up in the CC for ME2 but I kept it from the import... no such luck for ME3, also her hair colour apparently doesn't exist any more (it was a 6, now the slider goes from 5 to 7 seriously WTF is up with that?)
That's not even getting in to how much I disagree with the decision to make all the tied back hair styles look ODD. My Shep always had a bun hairstyle, it was practical and looked good. Now that same bun is lumpy, asymmetrical and makes it look like the back of her head is elongated into some sort of tumour.
Why would you do this bioware????

I've had the same issues with my first character import (who was also imported from ME1) as those who posted before me, and that just beginning to read the Gibbed Editor procedure to get a workable face code has me cringing. I suppose that if it is the ONLY way to play MY Shepard(s) with the correct face(s) I'll have to gnash my teeth and attempt to work through it, but I am honestly in the dark as to why the face editor built into the game cannot extrapolate (and improve, as with ME2) the original face model. And like ReiSilver has noted above, why have features such as certain hair styles and hair/eye colors been completely removed?
I realize that the engine has been modified since ME2 (and ME1), but is it really too much to ask for the color palette to remain consistent across all three games? After all, this trilogy is supposed to be about Shepard's story, so how can that be if his/her appearance cannot remain the same?

This is truly absurd. You know, importing facial characteristics is the most basic of basic requirements for a trilogy RPG. It's a conditio-sine-qua-non, really. I have played with my Kira all throughout both previous installments. And now they want me to just give up on it?! No can do to *you*, mate! I need my Kira back! Remember the part where this is an RPG?! I need to play my Role!
And for all the time Origin put into adding spyware on your computer, couldn't they have spent, oh, say, an hour or so making sure savegame facial codes could be imported properly!?!

Just get over it and remake the face yourself.
Sure, it's a bit of effort and there's a good chance the look won't be 1:1, and this is certainly a blunder on Bioware's part... but spending 15 minutes with the facegen sliders and then getting into the game is a whole lot more appealing an alternative than messing around with some weird save-editor and wailing and gnashing teeth on the Internet.

Welp, this is certainly annoying, but I came up with a good workaround all by myself:

I agree with you in principle, ChaosWombat (love the name!), but the reality is that I cannot recreate the face of the Shepard I imported due to them removing some of the options for things like hair color and facial hair color (blond to brown/dark brown? where's the light brown from the previous two games?).
I probably will end up matching the facial structure reasonably close in a second try, but it's aggravating to have everything else go right (no install issues, etc.), but then get kicked around by a finicky facial reconstruction oversight.

My Nicole shepard has a very basic face with red hair and green eyes.
I tried to rebuild her with the configuration manual in ME3 and i tried 15 times.. But Nonen of the new faces i created looks exactly like my Mass Effect 1 and 2 Warheroe.
Please Fix this as soon as Possible.
PS i did a little test. Started a new ME1 with the default female. Only changed her hair color into red and made here eyes green ( didnt change anything else) Imported her in ME2.. No Problem at all, then when i try to import her in ME 3... same thing happens ( face Error) so it must be the red hair and green eyes that ME3 cannot Handle.
Hopefully a patch will be out soon cause i am not gooing to play ME3 with a new face. I want MY Nicole as i have created her and played with 367 hours to finish ME3. Not a new faced Nicole with a different haircut and some botox.
Maybe if the problem will not be dealt with soon we can post picture's inhere of our shepards and someone with a sea of time can try to rebuilt them

To Emphyr: I don't think it is a matter of green eyes. My Shepard had blue eyes.

However, instead of giving into my anger, I realized that back in the year when ME1 came out for the PC, I recalled having borrowed a FemShep creation by a forum member in the old ME1 forums. It came with complete instructions on creating the face. I even saved the instructions to a text file and it was still saved on my hard drive.
I figured that since ME3 is having problems importing ME1 face codes and not face codes generated in ME2, I should just get a new face code from ME2. So, with the instructions I had, I fired up ME2 and used the instructions to create my FemShep. Thankfully, the directions for creating my ME1 FemShep worked perfectly in the ME2 CC and as a result I got an ME2 face code. A few minutes later, I use the new code in ME3 and it worked perfectly.
My only problem now is my MaleShep. That face was created by me and I didn't save any instructions. The link to the editor above looks promising but is definitely more work than what I did for my FemShep.
In any case, I hope Bioware fixes this by the time I'm done with my FemShep playthrough of ME3.

Maybe i overlooked something. Does anyone have a solution to import her facial structure? ? I tried also a new game in ME2 and imported her from ME1 to try to get her facial code. I do can Import Nicole in ME2 but after that there is no facial code (:
PS as others also explained i can easily import her from ME2 into ME3 and all the game choices i made in the previous games are imported and accepted. Only the facial structure cannot be imported.
Please Please Bioware H E L P !
Regards from the Netherlands.
Nicole from ME2->

Here is a fix. It's pretty lengthy but if this issue is really important to you (as it is to me) it works. I managed to remake my Shepard almost exactly like he originally was, except the same hair didn't exist anymore. The fix is a bit complicated but it works.

Yeah; except that this doesn't work. Gibbed ME2 editor head files aren't being processed by the php tool; and it throws an exception on ME1 import savegames.
