So, I noticed that barla Von was in the bank area when exploring the Presidium Commons initially. I was able to select him, but he would just say some random thing; nothing specific to Shepard (which I thought was odd). When I talked to Liara, she directed me to go to him and ask him about some mercs. When I went to him, though, I couldn't select him at all. Anyone else having this issue?

Worked fine for me. He talks about some Shadow Broker mercs that you can get...seems timed but i cannot travel to the star system he wants me to...not even on my map...

I had the same problem. But it worked when I left the area and then returned next Citadel trip sooo.

He's dead after the Citadel's invasion by Moron and Idiot corporation of stupidity (TIM's plan is stupid and idiotic) so yea... finish that quest by speaking to him before you go to cure/fakecure the genophage or you'll keep getting his navpoint even if he's unaccessable after Moron and Idiot corp attacks.
PS: no insult intended towards anyone exept... well.. virutal characters in a game

He just said the mission become failed after we rescue the female for the genophage, and it's the only mission I have left so....
Same for the ambassador and his son, can't get to the planet either.

No, it's the final mission on Tuchanka (the one where you get to actually choose to cure the genophage or not)...

You get the fleet elsewhere I believe, the flag just modifies the fleet's score (so once you get the fleet, the fleet will be stronger).

assuming getting the flag before the fleet doesn't bug it:/
Btw I didn't get any war asset notification when I completed the quest from the volus on the embassie level (probably one of the first side quest anyone get sinc eit's available before getting Garrus), is that normal? because the volus said it's supposed to help with the crucible.

It shouldn't... it didn't for me, anyway.
Well, check youy war assets list. Everything is on there, modifiers included (the modifiers are described in the description part on the right, if you scroll down).
