from my research so far, the answer seems to be yes, although no one but Bioware seems to be able to confirm this (I'll leave my main source below). Warp Ammo becomes available after Citadel 'cut-scene' (I won't say more for the sake of spoilers), but the same person provides stasis...although the question I've yet to find is HOW it's unlocked.

I'd be very interested to hear from anyone with proof on how this is done.

I've no idea how Stasis is, I was somewhat Surprised the Prothean Dark Channel did, but granted Dark Channel seemed to always suck.

It's possible, yes. You can get two bonus powers from every squadmate, but typically the second one unlocks later in the game

IIRC you get it late in the game. You can get both of a squadmate's unique powers, but you have to keep talking with them and all that jazz.

Yup, it unlocked late on for me in my first playthrough that I just finished today.

I've forgot which mission I had just done when I went to speak to Liara, can't remember if it was Thessia or Sanctuary. Got a feeling it was the former for obvious reasons.

Dark Channel is amazing, it allows you to combo on armored/barrier units.
