THe photo did FIT, it was modified, my only complaint is it was a little to human.. BUT they had to keep it reasonbly human to make her attractive.
So... Yeah. Tali's unmasked face was taken from a stock photo. Proof and link inside.

i read all this post, and da**! i just saw today the photo and it isn't so good (i prefer tali in her suit) it looks too much human... now i know why... thanks for illuminate me...

Here is an educated answer that may satisfy some and I am
sure others will argue or point out small mistakes. Okay, so from my experience
with the ME series, the quarian race is somewhat of a cross between Middle Eastern
and Russian culture. Not trying to stereotype, but just reflecting on contemporary
American images of these cultures. The model used for the picture is Hammasa,
who from what I have read is a beauty queen/model that has Middle Eastern and
Russian ethnic backgrounds. The suit that she wears may be a metaphorical burqa
(not to mention the pilgrimage quarians must make. Something like a pilgrimage to
Mecca) and the quarians are known for their superior espionage skills (a reference
to the 1970s America/Russian Cold War). I may be mistaken on the Russian and
quarian comparison though. I hope I did not offend anyone with this analysis,
as that was not my plan.
If you stood by Tali (ME1-ME3), then you loved her
personality (her sensitivity and shyness), not her physical features. You took
a large gamble on what she may have looked like under that suit. I think your
loyalty in ME3 is rewarded by finding her to be a beautiful model. I can
understand how some may have been let down by her being more humanoid than
expected. But I sincerely feel that the programmers had these factors in mind
when determining what she should look like. Your unknowingness of what lies
under the mask was rewarded. Tali has always been the inner beauty romance
option to pursue, when compared to the other romance options.
