I am in Act 2 now in the game, right after cerberus attaks the citadel, and i was wondering if anyone has seen him anywhere?

I have. You have to do a small side quest in order for him to show up.

I love how much of a pain in the ass Cerberus is! It gives a unique perspective to ME2...
