How do I unlock Carnage and Energy Drain?

I only have Defensive Drone and Fortification. I'm an infiltrator who doesn't want to have to rely on Garrus and EDI to take down shields and barriers

I am trying to figure out the same thing. I think its through James but how do you actually unlock it?

Talk with them, after you've had a lengthy conversation you get their unique power.
I believe James Vega gives you fortification, not carnage.

I actually got both of Vega's. I still need one more from Liara and Samantha says that she wants to talk to me on the Citadel but she has nothing to say. There are so many bugs in this game. On the plus side, I have both of Ash's powers.

I couldn't find Garrus anywhere on my ship, I most have spent 1-2hours looking for him around the ship.

You'll be able to train Carnage after you complete the second Priority: Citadel mission (about halfway through the game, after Tuchanka). James will send you an email asking you to intercom him to your cabin where you'll have a conversation which will ultimately add Carnage to the Bonus Powers list. Hope this helps!

If this is true, I might have ticked him off.
I used both paragon and renegade interrupts in his initial conversation, and so far have not gotten a cabin request. Granted, I've already gotten one from Allers, I might need to clear that one out of the way first.
