Texture Inconsistencies

Ive got 2 560 Ti's in SLI, and a 42" 1080p tv. Most of the game looks freaking amazing, including environments, faces and skin, guns, and just about everything else besides:

the clothing and armor. 

sometimes it looks great, like kaiden and liaras armor during cutscenes, but then when you get shepard in his commander or casual uniform, during a cutscene, it is pixelated and blocky. not smooth like some of the rendering problems that some other players are having, but it appears as though some of the uniforms just werent made for hi res. anyone else noticing this?

Artifacts from it being a console-to-PC port. For their texture budget (on consoles) they decided to skimp the most on the clothing which is the best choice compared to everything else, but this is only a console issue. Higher res alternatives were never implemented for PC.

I find the environmental textures to be very nice for the most part though.

Yep. Mass Effect 3 is another low-res console port. The high res ones are "hero textures" that BioWare uses for the specific outfits of main characters, but the 360/PS3 don't have the power to render other textures in more detail, and BioWare apparently didn't bother giving the PC version better textures.
