I kind of assumed that when you reset your powers it would operate like it did in ME2. You keep your current level, but get back all of the allocated points. I just tried it in game to see if it would let me use any of the four bonus powers that I've unlocked, but instead it set my character level back to 1 with only three points.
Working as intended?

That doesn't sound right since when I reset my powers my level remained the same and I had 50+ points to re-allocate.

That doesn't sound right at all. Go back to a previous save and try again.
