She will not appear on the citadel (Level D2). She was alive in my Mass Effect 2 Save. I'm currently Past Palven.

Unless she only appears if you flirted/Invited her up for Dinner. I was always Professional with her.

I'm having the same problem except I'm almost at tuchanka and she STILL isn't where she is upposed to be

I'm past Palven and she is not at the Camp.  Hoping she shows up at some point.

Same problem... though I'm thining the Citadel is horribly bugged. I can't talk to Garrus there, I can't finish half the Citadel quests cause they don't show up where they are supposed to, and now Kelly........

make sure she isn't on your dead list in the normandy just in case the import messed up.

Ok, guys I'm happy to report she is there. Everything you did from the first two games is there. You just have to explore and find them.

I'm happy with the game overall... just the bugs are a bit annoying.

Ok, I didn't "romance" Kelly in ME2 game, so does that mean she's not going show up in my game?

Kelly does show up. What I did was I did several side missions after Palaven. So she does show up but you might need to do several side missions before she will show up for you.

Did you start Sur'kesh? I did all Side Quests I could and still nothing.

I just finished Sur'Kesh and she showed up for me before I did it.

Crimson haven't gotten any fish from her yet then again haven't been back to the citadel yet either.

Well I was able to get Ken and Gabby back, but Kelly is no where to be found. Same with Dr Chakwas. To give you an idea where I'm at(without spoilers) one of my next main missions is going to the Persues Veil to meet with a certain race,

I have a bad feeling I "missed" the opportunity to meet them, I noticed that ME3 is alot more rushed than ME2 and a word of advice, when you're at a planet you should do EVERYTHING asap. I even missed that IGN reporter after visiting the Citadel only once lol.

I found Chakwas with Dr.Mitchel(?) where you'd find a Dr.Got Gabby and her worse half.Can't seem to find Kelly but don't know if this Shepard used Kelly to feed her fish.
I've found very few bugs(That I know of)have met Wrex and Eve,am working on side missions before finding G and Q.

On the mass effect wiki it says you needed to have dinner with Kelly in ME2 in order for her to appear in 3.

"If Shepard didn't have dinner with Kelly during the events surrounding the Collectors, Kelly will not appear even if she survived those events. "
