I found the mission, activated the SPECTRE tracking and even got the first terminal. But after I followed my map down to the refugee area and found the second console. It would not work. I could find the console but I had no interaction options with it. The console is marked on the map but won't show up in the main game enviroment.
Also I know this is the right console I double checked with walkthroughs and guides. But it just sits there as a static set piece.

Oddly, I didn't have an issue with this mission, however, I was reading online and the mission becomes corrupted somehow if you stop and do anything else (talk to NPC's, talk to squadmates, return to the normandy, etc) it seemed to not work for other people.
I had the same issue with the mission that sends you around looking for terminals that cerberus hacked or whatever.
You could always just simply open a previous save and attempt to retake the mission and see if completing it uninterrupted helps or not.

From memory, I think the key is not to use the scpectre terminal. At least it was so in my case, I just started from the first available terminal after speaking with the salarian. Just found out about the bug even exists afterwards from the forums.
Think it´s also mentioned in me3 wiki...(as are the problems of not being able to turn in your collection quests because the recipients are unclickable. A reload works.)

last time i tried it it was one of the bugged quest you couldn't ever complete if you left the citadel or did anything else other that pursuing that quest at once

I only had this as a problem once in my 4 play throughs. I think the problem is that when you turn on the quest on the specter computer that you need to stop and let kasumi complete whatever she is saying to you before you leave the specter area..and each area after you get to each terminal. I don't know how to fix it once you've already started the quest. At least that is what worked for me
