lots of hornet (smg) upgrades and smg lightening mods. To the
point where I can use a Hornet V on my vanguard and have 200%
cooldowns.

Otherwise you get consumables - +5 of one of the 5-6-7-8 slots, and two level III one-use armor/weapon mods.
The result is that Veteran packs will give you more unlocks but Spectre packs will give you better ones on average. Veteran packs are also the best bet if you are in need of armor refreshers, missiles or medigel.

Completely unrelated, you can get something like a black widow without even touching SP

@br4zil, I've actually found that the Falcon really puts the Saber to shame. Damage per shot is about the same, but fires much faster. Only real issue is running out of ammo.

Ty for the info.
In my experience, recruitment packs gave more armor refreshers/missiles/medigel/ammo-restock for the buck. recruit pack gaveme 2 of these for 5k, veteran gave me 6 for 20k

While this is true, the Veteran packs clear the critical uncommon unlocks much faster and are therefore a much better choice if you're trying to maximize total rare unlocks. The benefits of the recruit pack aren't sufficient to justify purchasing them unless you want to maximize a basic weapon (eg: Mantis) ASAP or want to get a specific mod (eg: pistol scope) that you haven't been fortunate enough to pull yet.
