So I feel this is definitely a bug because it was something that worked in Mass Effect 1 and 2. As it is now, quests do not update and stay on the first line regardless of what progress you make on the quest. It is absolutely frustrating because I am running around aimlessly trying to find things when the last two games updated nicely.
