As far as I can tell, most certainly. Only explanation I can come up with for Garrus' abysmal cooldown. But it's a shame the loadout UI doesn't say anything.

I did some testing using one of the in-mission weapon benches and weapons don't seem to affect the CD of teammates at all.
I equipped a lighter load out on Garrus and gave Liara a Scorpion (giblets!) and when I checked the squad menu recharge times hadn't changed at all. Which I suppose is good for squadmates with low CD's, but bad for the rest.

Remember: The Passive class skilline (IE: Liara's Pure Biotic) can have massive affects on squadmate Cooldowns, as well as individual powers upgrade.
From ME 2, I thought Miranda had a fairly abysmal Cooldown from Warp, but it turned out she was fairly constantly using it, or her other powers.

If you want better cooldowns, go with lighter weapons. I know it's a guessing game but you can always count on that.

Than the digital handbook of the game has to be corrected(I don´t know
if the english version says that the weight has an effect on squadmates,
but the german does) and weapon mods which reduce the weight should be
locked for squadmates so that there are no misunderstandings.

Ok, then why damper the game play if weight doesn't even affect your henchmen? Was it some kind of useless feature that BioWare though it needed to add more content in their broken game?

From the "Math explanation" sticky at the top of the Gameplay-Strategy forum....
"The definitions of the values are the same as above. So if recharge speed is 10 seconds at Rank 1, the sum of your rank bonuses is 50% and the dynamic bonuses total at 25%, using the formula above what you find is the value is 5.7. Only recharge speed is calculated using this formula. Also, it should be noted that Henchmen power recharge speeds are always double what Shepard’s recharge speed is (there may be one or two execptions, but those are close to double). This is to stop the henchmen from being overpowered"
Interesting, because it suggests if you go weapons heavy Sheppard, than you may be better off with weapons heavy squadmates, as opposed to the old balanced weapon & powers (tech/biotic) squad team combo. But I suppose double a 1.76 second cooldown for a squadmate is mostly inconsequential.
And also now I have something to do with all those max weight guns I'm not carrying around...

I was thinking that but couldn`t find anything from BW about it.
