Too sensitive. I scan twice and it fills up rapidly. And unlike what BioWare stated, it does not decrease once you leave the system. I have three systems where the bar is still full even after completing a storyline mission.
This is just pure bull**** BioWare. I hope you feel good taking a s*** on your fanbase. How can you sleep at night?

I have 2 areas where the Reaper Awareness bar is full. I am currently playing the Act 1 mission on the Turian Moon. Hopefully, I will be able to go back to those systems without the Reapers being alerted. If not, I will avoid those systems and / or take a break from SP (and play MP) until a patch is released that resolves the issue; assuming there is a "bug".

Indeed, the Reaper scan mechanic is pretty bad, although nowhere near as bad as mining.
Although I found that if you tap the edge of the system (going to the cluster map), the Reapers can't get you, nor can they get you while you're investigating a scanned object or planet. I've resorted to hit-and-run scanning the systems, since the toy Reapers are pretty stupid and easy to avoid.
For maximum Reaper humiliation, I recommend the Benny Hill theme.
