I got the quest, and I cannot do anything with it. Is this Citadel quest bugged like the hanar and heating ducts? I was able to purchase heating ducts but that is all.
Ive been able to do absolutely nothing involving the power grid...

It's not bugged, I finished that one. You can probably find it on Tuchanka (not sure though, too many missions to remember everything).

I'm on my second playthrough and I've found that if you buy the power conduits for the normandy this quest will bug out.  And you'll no longer be able to complete it, neither will you be able to buy the upgrade from any store.  Nor will any object be scannable during the N7:Cerberus Attack mission.
