Shes in Dock E-24. I saw the first time after Plaven, the same time Kaidain woke up for the first time. But make sure you tell her to change her I.D, the first time you talk to her.

I come down to see her after balling my eyes out over Thanes death and I find out my Love Intrest is dead.

Don't think we have a 100% accurate answer yet. It seems like a bug for Kelly not showing up when she is suppose to.

You have to be further into the story. After I rescued the primarch, and met and recruited Garrus, I went back to the Citadel as soon as I was on the Normandy; and other parts of the Citadel were unlocked. 

If she's still not there for you, maybe it's restricted if you didn't warm to her and develop your relationship in ME2. I'm not sure, but she was there for me immediately following the mission where you rescue the Turian primarch.

And she warmed to me, I was calling her Kelly from the beginning - I just didn't flirt with her because it seemed overtly romantic, and I wasn't interested in that.

Hm. :/ I'm not that far yet, so I don't know. I know she won't be there after a certain point in the game, but I wouldn't know if you've reached that far yet; and I also don't know if she'll be there at all if certain aspects aren't met. I know I didn't invite her up to my cabin on my saved file, as I was romancing Tali; but I did flirt with her for most of the game before I recruited Tali and was engaging in a romance with her.

But yeah, I just don't know. I went back to the Citadel immediately after the mission saving the primarch, and she was there. Sorry.

I found her before but not after that point.


And to the other poster, no I didn't romance Kelly in ME2 so she takes care of the fish and gives them back no matter what. I talked to her a lot in ME2 but it was never any romance.

Yeah, there's no logical reason for her to only be in the game if you started a romance with her. This is quite annoying.

I never found her either. She did survive ME2 in my playthrough, but I didn`t romance her. I looked for her plenty, though.

I've been asking devs on Twitter but no word yet, this is making me sad. Just because I wasn't romantically interested in Kelly doesn't mean I don't want to see her again...

I didn't romance her but I still found her on the Citadel. Kelly didn't send a "come see me letter". I just happen to see her and talk to her in the refuge area when it first became available. And she gave me back my fish.

Other people said they got an option to tell her to change her name but I didn't. Maybe because of no romance. But no name change option means she dies. Ken and Gaby just had that conversation in engineering about her dying.
