 I just went back to the citadel after Palaven to do some side missions.  The map says garrus is in the docks at cargo hold A, but I can't seem to find him.  Any tips?  Thanks.

I found him helping coordinate first aid in the refugee docks. Could be that he moves periodically.

I found the Prothean looking at Jack's old hidey-hole, for example.
