I find many of the choices from the first two definitely have an impact in ME3, more so then in ME2. Even in ambient conversations. Like when I found Liara's father, I convince Liara to talk to her. While listening to their conversations Liara mentioned how her mother was indoctrinated but overcame it and told Liara how proud she was before she shot herself. This shows the level of detail that Bioware really went into for the longtime fans, and to me that's what makes this game great.
