Here is a fix that helped for me.Found it in a earlier thread after long time.this one should be a sticky from user brainwins.
*Go to \\Documents\\BioWare\\
In there you should have a folder called Mass Effect 3.
* In that location (\\Documents\\BioWare\\) Create one folder called Mass Effect 2
*Inside that one you should paste the contents of your ME2 Save folder.
So you should have something like this: \\Documents\\BioWare\\Mass Effect 2\\Save\\John_31_Engineer_260110
And all your save files there.
*Open ME3, go to New Game, and Import ME2 character. You should see your old career there.
So it seems that you have to fake as if ME2 was still installed because it looks to the old save file folder on mass effect 2 instead of the new one.Not the smartest solution. And one that they should have explained and made wayyy more obvious.

*** SUMMARY
I am also seeing a failure to import my Mass Effect 2 save games.
*** DETAILED ISSUE DESCRIPTION:
From the ME3 main menu, I am selecting "New Game" -> "Import ME2 Character"
Once I select that menu item, I am taken to the "Select Career" screen. "Active Career/All Characters" shows nothing listed below it, and the "Switch Careers" button is grey.
The fields "Created On:", "Origin:", "Reputation:", and "class:" have no associated values listed.
Two buttons at the bottom: "Select Career" and "Back". Clicking "Select Career" changes the screen to show an "Import ME2 Character/All Characters" screen with a lit "Switch Career" button. No Values are reported for "Time Played" nor "Last Played". Clicking the "Switch Careers" button" switches the screen back to the "Select Career/Active Career" screen. Selecting the "Import Character" button at the bottom instead appears to have no effect. The Back button reliably returns the session back to the Main Menu.
Mass Effect 2 was no longer installed on my computer, but I kept the entire folder structure as it was, and then copied it into the Bioware folder before launching the ME3 executable.
I have followed the EA online help article in order to verify what is expected of my computer in order for the save game import to succeed:
https://help.ea.com/...o-mass-effect-3
Some of my folder content within the Mass Effect 2 folder hierarchy are listed further below.
Permissions on the "Documents\\Bioware\\Mass Effect 2" folder, all subfolders, and all files within have been verified as "Full Control" for the user account to which this Users folder is associated. Access of the "Mass Effect 2" folder structure is verified to occur by the MassEffect 3 game executable when the computer is monitored with Microsoft/Sysinternals Process Monitor utility during the attempt to import the ME2 savegame while running ME3.
*** QUESTION
I am unable to figure out why my save games will not import. What else should I be looking for in order to troubleshoot?
Thank you.

Having this problem as well, reinstalled mass effect 2 to see if it would help, no luck. Save files with/without DLC are still invisible to mass effect 3.

There's another, longer thread where this issue is being discussed, and they have some steps I didn't try. I won't have the opportunity to try the other suggestions for another 12 hours, but in case some of you can try this earlier... please try the suggestions here:
