That was one thing that disappointed me... kept taunting me through all of ME2 but ME3 he is only mentioned by name, and you never interact with him.

Uh, he appears pretty clearly when you're making the run at the portal at the very end. You can see his distinctive Collector eyes.

He is the Reaper who drops down at the very end and starts shooting your squad. He's the only Reaper with them glowy eyes.
