Make the weapon do 50% less damage? Or is that just on shots that get through the armor? Does not seem worth if that is the case.

The weapon mod, its one of the first I found. There is one for both AR and Shotgun. It says that shots now go through armor or something but do 50% less damage. Does the entire weapon now do 50% less damage?
