Got through the first couple of blasts and next thing you know he's point blank... the red lens is glowing and I try targeting but nothing happens... then I get blasted with one shot and nowhere to move. And of course you have to start the whole **** over again.

It's pretty much said in the cutscene that you should target the main weapon of the Reaper. I t was obvious to me and I got it the first time around.

just paint him ( dont run ) .. also painting without aiming was much faster than with aiming

What really helped for me in speeding up the painting of the reaper, was standing still. Painting while moving around just takes forever. When the slow motion scene starts, it is imperative that you stand still, or you will get fried.
Of course, this is a bit counterintuitive ("Someone aiming a giant beam weapon at me! I know, I'll stand still and only move at the last moment...")

Defeating the reaper
To defeat the reaper you must dodge the lasers it fires at you, and paint the reaper with your targeting laser. As many have found out, this is easier said than done. Here is how you can make this fight easy.
Dodging the lasers
The reaper's lasers will track your movement slightly, which makes dodging it difficult. However, you can use this to your advantage.
When the Reaper begins firing, strafe to one side for about a second, then dodge roll in the opposite direction. If you strafe right, dodge left, and vice versa. The laser will adjust its course in the direction you were strafing, expecting you to dodge that way. Do this right and the laser won't even come close to hitting you. This fight is now 10x easier.
As the reaper gets closer during its 2nd and 3rd stages you have less time to do this, but adjusting yourself to do it slightly quicker will work just fine.
Final Stage
After you've done the dodging/targeting three times, the reaper will charge its laser one last time. Do not move. Do not attempt to dodge. Just stay where you are and target the reaper as quickly as possible. The fight is over once you've successfully called down the last air strike.
I hope this helps someone who's struggling with this part.

This is probably the easiest way to dodge the laser that I've tried, because you don't really have worry about running out of space or moving too slow or not barrell-rolling in time - which is the only problem with strafing/rolling normally. OTOH, it's easier to waste time running b/c you can't tell when the laser has passed over you.Alamar2078 wrote...
The Reaper drove me nuts the first few times until I figured out what was going on. I would run to one edge of the map, face a little towards the opposite edge where I could still paint the Reaper. When it started to shoot at me I would just STORM to the other edge of the map. The progress you have during a PAINT does not go away so I recommend that you "paint it in bug bites". Eventually you'll win with no real chance of being killed. Basically I stood still until it started shooting and I ran away like a girl then started the process again.
It worked fine for me on Insanity so I imagine it should work well for everyone else.
The only thing I'd add is that if you run in lazy J-patterns, it makes it easier to see when the Reaper is done shooting at you and when you can start painting it. If you are premature, you can always roll.
Basically, you're only in danger when the beam is hitting the ground. Once you see the beam rising, you are more-or-less in the clear (depends on how close the beam is to you when this happens). Then you can start paint the Reaper.
As ppl have said, avoid moving when painting, as that will slow the process down to an unacceptable rate. If you're efficient with your running and painting, you should be able to nail the Reaper within 3 laser salvos or so per stage. On the final stage where the Reaper is right on top of you, the trick is to stay still and just paint the gun. You'll make it so long as you start painting immediately as the gun charges or earlier.
This fight is a set piece, so it's all about settling into the right pattern of moves - skill and reflexes are largely irrelevant - so just try to stay clam and you should be able to clear it w/o too much frustration. GL

Just dont move while you are aiming.
