So does anyone know how to get the cutscene where liara makes a time capsule saw a vid of it somewhere. Just finished the game and it never came up.

I guess it is either specific to a very moment that you may have miss or you need to have talk to her a certain number of time. I can't tell you more hopefully someone will be better to answer you.

Damn, I thought this thread was a time capsule, made around the release of ME3, to be opened six months later to see how opinions have changed in that time.

As Ghost mentions-you get an email about Liara's project.
Go to Shep's cabin and you can invite Liara up. Cutscene does the rest
