Can DA2 be played without  connecting to web servers?

It says it's needed to have access to the dlc.  Makes sense.    But..... Why is this still required after dlc download/install?

DLC is installed in my game, and all is well, but,  I can't play without connecting.  Why is this.  I'm not playing on-line?
