If it makes anyone's life easier because they're having problems access the live chat option (or just simply finding it), I got my issue resolved (ie. had a rep add the soundtrack to my BSN account because I registered the codes on my PS3 first):
1) Got to https://help.ea.com/
2) Click on "talk to a game advisor, level up your experience" on the right hand side in blue font.
3) Under the first header 'what product is your question about?' type in "Mass Effect 3 N7 Collector's Edition"
4) Second header will be......Category -->- Website/Online Services
5) Hit the live chat option

Hey @TheWintendoHii, don't give up. I finally found a guy that was really awesome my third time in a different live chat department. That's how I know the Website/Online Services dept. helped out, the others did nothing or took forever so I ended up ending the conversation in most situations.
The soundcard was totally out of his ass, considering the soundtrack DLC is meant to be downloaded on the computer. You definitely had a winner there.
I'm pretty sure (and not to be racially biased in anyway) that the vast majority of EA tech support is outsourced away from North America/Europe, judging by every single name I had with three different reps. All of which weren't anglo-saxon by any means - and I've worked in tech support before. From my experience dealing with other reps (again, I dislike using the stereotype but they unfortunately live up to it), those who are TSC's from India and other parts of Asia are of no help and/or rude. Customers are the opposite (which is weird, but that's a whole other ball game).

For what it's worth, I contacted an EA rep via online chat, and was able to find out how to get the soundtrack download. Once you've played the game and signed in via Origin, go to:

Since you can post here, as long as you're using your Origin account, it should just work. The download is a ZIP file full of WAVs. The guy I was talking to gave me a bunch of other instructions that turned out to be completely irrelevant, but this did work - I downloaded it successfully myself.

I just checked my "registered game content" and it has finally updated with the CE stuff, soundtrack included.

Why haven't you at Bioware & EA decided to record the game music on a cd & ship it together with the collector's editition of Mass Effect 3 ??? I have more than 100 friends & NO ONE has succeded to download the soundtrack in Europe

On this page, on the top menu there is a tab named games. Press that and then go to Mass Effect 3 and then to soundtrack. You download the soundtrack from this page NOT through the PSN store. If it says that you don't have the Collector's Edition (and you have bought the collector's edition) then go to EA help center and talk with a game advisor (you need to log in to your EA account).
