1. It can only deal its peak damage at close range which requires you to equip a secondary weapon to deal long range enemies should you run out of ammo for it (which is much quicker than you'd think).
2. Again, its weight is overkill and if equipped by itself will only yield little power cool down bonus.
If you're a power dependant gamer, Claymore needs a bit of practice to get used to.

Wraith is a bit flexible, sure it only holds 2 shot in a clip but with extended barrel and smart choke, it can kill cannibals at medium range out in a single shot. It still takes a whole chunk of health out of enemies that are far away too.
The most important thing about wraith is the weight, for a shotgun, it's quite light.
relatively light weight + high damage (nearing claymore) + accuracy = power dependant gamer wins.

1. ME3 isn't ME2. This time range isn't an issue and Claymore can kill nearly everyone at any range.
2. Weight is not important and you can still have super fast cooldowns with Claymore. In fact, when using Claymore power spamming is limited by reload timer and there are hardly any powers that will have a longer cooldown anyway.
If you're a power dependant gamer (and playing Vanguard) weapons are irrelevant (more or less redundant actually). If you're playing a more weapon dependant Vanguard you need high burst damage and there is nothing that can come close to Claymore.
