I interacted with the first terminal, then it showed up as being able to interact with it again, but I couldn't interact with it again. Then I checked all the other terminals and that terminal's interact icon could be seen all across the citadel. Then when I left and came back to the citadel I can't see any interact icons on any terminal. And I can't re-enable the tracking from the Spectre office. Wish this game had a console like Skyrim could fix it ourselves :-/ .

Guess we will have to agree to disagree on this. Never felt a lack of immersion throughout all my play throughs in the previous games and each of my sheps looking different. Being unable to complete a portion of the story/game is more a immersion breaking problem to me. Just my personal opinion.

I can't even access the very first terminal, for the same reason as others.
This is the first time I've played a Bioware game straight after release, and so have no experience with how quickly they tend to patch these kinds of things. How long can we expect to wait?
It seems like such a trivial issue would be easy to fix.

Came back later on to finish this before tackling Tuchanka quests and found that I cannot complete this quest because the first terminal in the embassy lounge has no interaction icon.
Rolling back to an earlier save is not an option either, I've added roughly 15 hours of gameplay since I initially picked the quest up.

2. After talk to Jondum Bau go to Specter Terminal and accept ONLY Hanar Embassy Tracking
3. Wait till conversation end
4 Go to first terminal
5. After conversation end go to second termianl in Holding Area
6 First terminal is near elevator. Second on the other side of map.
7. Finaly go to Bau where the quest started(this time his on the left of elevator)
Remember!
Dont do any quest or talk to any other people
Wait till the conversations end

Well thats hardly to possible, since i guess there is nobody who woudl not finish or talk with anyone before getting this quest. I made all side quests before i went talk to that salarian, started that quest, went to spectre terminal, activated tracking only, go to first terminal and cant do nothing - terminal has no icon. I have save right before it, started the quest 10 times and always 1. terminal cant be used.

Did you read carfuly my post? You can talk to Thane, you can talk to Garuss, you can talk to Jocker etc. DONT do any mission and dont talk to someone. This help to fix my problem

Could the Coalesced be modified in order to complete the quest? I'm not really sure how Coalesced editing works at all, but I figured I would mention it.
In my case, the terminal in the Docking Bay has its marker set on the door behind the glass near the entrace. So it is impossible to interact with it. Maybe if there was a way to make Shep able to walk through walls...

Nah that marker behind the door is just for the door switch behind it. I bit the bullet and restart my game. I rememberd all my conversation choices so I just blasted through them all with the same answers. I had 12 hours game play on my original save and doing it all yesterday in superspeed I got to the exact same point i was upto with the quest completed in 7 hours. So it wasen't that bad.
I know some people are in a worse situation. But i suggest if your not you restart. It could be a while before BioWare patches it.

I'm about 12 hours into the game also, and I've already restarted from a 17 hour save prior. I don't think I'll opt to do it again if I can help it. Unless this quest really has that much to contribute to the whole game. I did see the whole thing through on my 17 hour save, but I missed a whole bunch of other sidequests instead.
Trying to get everything right on one playthrough, and this bug is irritating. Thankfully it's the only one I've ever encountered, so I don't have any naysay or complaints in regards to the game.

This isn't a fix, it's a work-around. A fix would allow people who are already bugged to complete the quest. I appreciate the information, but it does me no good as I did not figure out the mission was bugged until I had completed hours of contents. I am just playing something else for now as it isn't like I am losing subscription fees or anything.
