Heres fix for this:
1. Dont do any other quest in Citadel. Arrive to citadel and go strait to the quest.
2. After talk to Jondum Bau go to Specter Terminal and accept ONLY Hanar Embassy Tracking
3. Wait till conversation end
4 Go to first terminal
5. After conversation end go to second termianl in Holding Area
6 First terminal is near elevator. Second on the other side of map.
7. Finaly go to Bau where the quest started(this time his on the left of elevator)

Remember!
Dont do any quest or talk to any other people
Wait till the conversations end

Well thats hardly to possible, since i guess there is nobody who woudl not finish or talk with anyone before getting this quest. I made all side quests before i went talk to that salarian, started that quest, went to spectre terminal, activated tracking only, go to first terminal and cant do nothing - terminal has no icon. I have save right before it, started the quest 10 times and always 1. terminal cant be used.

Did you read carfuly my post? You can talk to Thane, you can talk to Garuss, you can talk to Jocker etc. DONT do any mission and dont talk to someone. This help to fix my problem

I'm sorry but I carefully read your post and it isn't a fix. A fix is something you can do to rectify a problem once you've discovered it.

What you've suggested doing is something I can only do by restarting my entire game from scratch.

Thanks for time posting that but it's not useful for anyone who has found they need to read this thread.

I was banging my head against a wall with this quest last night - the supposed "fix" of starting from a prior save and doing no quests/conversations bar those necessary for this quest was not working for me.

What did work for me was not checking my map once the quest had started. I worked this out after standing by the first terminal after initiating the conversation with it. During the conversation, the marker over the first terminal vanishes. If I checked my map during the conversation, the marker would re-appear over it (but be inoperable) at the end of the conversation. If I checked my map after the conversation, the marker would reappear (again inoperable) as soon as I closed the map. If I didn't check my map, the marker didn't reappear and when I moved to the second marker in the docks holding area, it would be there and working properly.

Just bumping this in hope that someone actually have an update soon. I tried quicksaving and quickloading in front of terminal one, but it doesn't work; so I guess saving/reloading won't fix this problem for anyone here. Not gonna continue the single-player until this has been fixed. I am too much of a story-puritan for that :-)

Same problem. I could use the first terminal. After activating it, the map showed the location of second terminal but I could not use the second terminal. So, I wasn't able to finish this quest and didn't receive the war asset.

Javh,

I complete the quest the first time doing other quest and talking to other characters without problem but with a second career left the station and forgot to save and went return the quest didn't complete.

The quest begin early in the game after the palaven quest on the game (3-4hr) and easy (5-10min) and before the citadel priority 2 but if you get the bug without a patch can't complete the quest.

I begin a third career and save before the quest and complete without problems doing other quest but never leaving the station until finish the quest.

I got this problem in my copy of Mass Effect 3 Collector Edition PC Box version.

Bump ..

I caused this quest to break by doing the following..
A) Talk to the Specter
-Hack into the device by the Hanar Embassy
-Then go to Specter Hanar Embassy Tracking

-| OR |-

B) Talk to the Specter
-Then go to Specter Hanar Embassy Tracking.
-Hack into the device by the Hanar Embassy.
-Leave the citadel.

Both methods provided will break the quest.
Knowing Bioware they are probably working on he issue.. hopefully a patch comes out addressing that and a few other issues mentioned.

I understand that at times, it takes a while to create a fix, but could we at least have an official response?

Sorry to double post but I wanted to bump this topic for the sake of a temporary fix for those who can't wait. This does involve the use of a very simple mod, just as a warning.

  • Start by downloading Gibbed's Mass Effect 3 Save Editor.
  • Run the Editor. Press Open on the top bar, and select the appropriate career and save file.
  • Select the Raw tab and scroll down to Other. From here, find the category that says "Streaming Records" and click on it, then look to the far right of the table for the [...] looking button . Click on that.
  • Find the "Add" button at the bottom of the box, and create a new entry named "SS_HanarPlot" (no quotation marks!) and set the "Active" option to "True". Hit OK.
  • Don't forget to press the Save button at the top before closing the editor! Start ME3, load your file, and the terminal should be active again!
I hope that helps everyone out, it's only a temporary fix until Bioware can patch it themselves but until then, this is the only way I know how to do it without an extra save.

Is the ME3 Editor the same as the ME2 editor? Can't really find an "ME3" version through google.

I actually linked to the editor, but the forum codes apparently ate it the first time around. I've put the link back in the post now. Sorry about that!

This, unfortunately, did not work for me! Though, I left the citadel and did other non-priority missions. Was a nice idea though :)

Yeah it'd be nice as hell if we could get a fix, I've been wandering through the entire citadel like 50 times because I keep thinking I must be missing something. Glad it's not just me then... Hopefully a fix will come soon. So far, I'm ****ing loving the game :) And I really don't want to miss any content!

First let me say thank you.  I can go back to saving the galaxy.

The fix did work for me so let me add a few details that might help others.   What I did was go to the first terminal in the chain that failed to work for me.  In my case the first terminal worked, but when I got to the second it was non-functioning. This is where I then saved the game.  That save is the one I edited.  You should also note that to change the name of the new entry you need to type it in the box on the right side next to "Name".  Once I made the edits to the save I backed out the main raw tab then when back into Streaming Records to ensure my changes saved and they were correct.  I then saved my changes over the original file, in this case save 20.  After that I fired up ME3 and the terminal I was standing next to was highlighted and selectable.  I did not look at the map, or do anything but click terminals and complete the mission once it started working again.  Doing these things should get everyone to a working game again, I hope.

Thanks again for your help!  I owe you big!
