Haven't been able to play the game myself so I can't confirm, but I'm pretty sure with the Configuration Utility.

I didn't think there was more than 1 texture quality. I don't see any option to change it in my configuration Utility. Just the anti aliasing or lighting or other such details.

Under the install directory, look for Mass Effect 3\\Binaries\\MassEffect3Config.exe. It works the same as the one from ME2.

Mass Effect 3, like Mass Effect 2, apparently only comes with 1 set of textures. What you see is what you get. There is no texture option in the configuration tool.

No, there are, like Mass Effect 2 and I think the first one, different texture resolutions, but the game just chooses which one it thinks fits your system. You can adjust this in your graphics card control center though.
So like go into Catalyst or Nvidia control center and turn down mipmap settings to performance.

For the record, texture controls are NOT in the MassEffect3Config.exe by default. The lines needed to enable the option don't exist and have to be input manually. Even so, changing the option does absolutely nothing.
I'll try to change my card settings, but I doubt it'll fix it.

Out of curiosity.. why are you trying to drop it.. are you running on something with less than 512mb of video memory....?

It lags to the point of unplayability if there's more than five things going on. I have no problems on the Normandy but once I get into a mission where I'm actually fighting things drop abysmally. It's better in an indoor environment, but outdoors, forget about it.

What lines did you input, something like EnableHighPolyChars=True? I saw that listed on a bunch of tweak threads as relating to textures but it has to just be meshes becuase... poly. Min and max texture LOD settings are in DefaultEngine.ini but they revert every time you start the game again and I have no idea how to make it not change. I know there were some lines I had to add to a different config .ini to get the changes from that to stick so maybe experiment with that.
What type of card do you have? I had the opposite problem as you--my game was loading the lowest res textures for no good reason--and forcing the higest through catalyst control center solved it.
Apologies if you've already done this, as I hate when people give me useless advice I didn't ask for on forums, but if you're just trying to get it playable at a decent framerate although in most games my inclination would be to sacrifice hi-res textures for AA and a high resolution and nice stuff, the lowest res textures in this game are SO muddy that that's the very last thing I'd lose. But if you've already tried everything else that's not what you want to hear, sorry. I have no idea why they don't just leave texture options up to the player's discretion like most other PC games.

The lines I input were in the MassEffect3Config.xml file in the Data folder (you need a file editor to do this, I used Notepad++). What this xml file does is define what is available to the same named exe file. The lines I input were:
<c:Label text="${MEPageVideoTextureDetail}" />
<c:Combo source="VideoTextureDetail" type="dropdown" width="150" height="15" />
They go towards the bottom of the document with similarly constructed command lines. The source lines are predefined towards the top of the document but they weren't implemented properly for the options to appear in the exe.
My card is an ATI Radeon Mobility HD 4200. I had absolutely no problems running ME2 under medium settings on the same computer.
