 I previously went through and scanned Dekuuna, and afterwards was able to get the quest.  Now, I can't scan Dekuuna, and the Elcor on the Citadel just tells me "(Holding Back Emotion) Dekuuna burns!"

That's interesting because I had the same issue. I had already scanned Dekuuna and then received the quest. However I was able to tell him afterwards and ended the quest.

Yeah, went and checked. Turned it in. Over 5000 War Assets!

You don't need to scan it again. Just go talk to the guy. Shep will tell him the people were extracted.

I never even got to scan it, It just let me complete it.
I could'nt even find their homeplanet, spent 30 mins searching every system, lol.

Yep, I'm fairly certain that this is one of the few scanner quests that shows up after the system unlocks. I went to scan Dekuuna and then realized that I already did.

I really hoped I'd see some Elcor tanks in action when I got this quest. Not happening I guess.

Same bug. Could hand it in after other hand-ins and a futile travel to Dekuuna.

A lot of people will end up scanning Dekuuna prior to going to the Citadel to get the quest. However, this will cause a slightly glitchy occurrence.

What will happen is when you talk to the Elcor Ambassador, he will request that you help him extract elcor survivors. If you accept this quest after you've already done it the game won't let you hand the quest in immediately. You need to either leave the embassies and come back, or save the game and reload. Upon doing either of these, you'll be able to hand the quest in.
