I thought BioWare was referring to the scrapped reaperized Illusive Man boss battle, not Harbinger.

They reduced him to a cameo at best if you count cameo as being creepy and frying people. He was suppose to be your villain not the combo of TIM and space boy. The reason why 3 had no boss battle was because harbi was removed.
