I've just finished Sur'kesh and Kelly has yet to appear on the Citadel even though she did survive in my ME2 playthrough.

I've been going to the Citadel after every mission, she's not listed on the map and she doesn't appear down there.

This is just really annoying because I bought the damned fish feeding VI under the impression that I'd be able to get my fish back, but now because I didn't express a desire to have sex with Kelly they're lost to me.

Just great.

She showed up for me when the refugee area first became available while I was running sidequests on the Citadel before the Sur'kesh mission. At that point I had already completed From Ashes and the mission in Turian space. I was actually working on the sidequest involving the mercenary groups when I found her.

Maybe she's only available at certain times?

From the fact that a lot of people are seeing her when she was unavailable in my game tells me that she shows up only when you had dinner with her in ME2, which is something that should be patched - because it's silly.

Why is it silly? If you built up a relationship with her, it makes sense that in that case she would appear on the Citadel. But if you didn't have any kind of relationship with her, why should she appear?

I did have a relationship with her, I was friendly with her every time I spoke with her, which was after every major mission. I just didn't want to be in a romantic relationship with her.

As well, the fact that the fish-feeding VI is available to you even if there's no way for you to get your fish back is just rubbing salt into the wound.

it's clearly is a bug... as she should show up regardless of you banging her or not in the previous game.

It's quite clear that even though she survived the suicide mission, that for no apparent reason at all she just isn't appearing at the citadel for some and she does for others regardless of the romancing or not.

I seem to have been mistaken. Having "dated" Kelly in ME2 with my current Shep, even I'm not seeing Kelly in ME3. Something's definitely not right.
