I never recruited Tali in ME2, and the game is acting like she died and she never joined my party when she was supposed to in ME3. =[ Was this intentional or is this a glitch?

If you don't recruit her in ME2, she dies on Haestrum - the Geth overwhelm Kal'Reeger and then eventually blow down the door.
